Clinical Laboratory Manager - Point of Care Testing

Point of Care Testing (POCT) at MD Anderson is a diagnostic testing at or near the site of patient care. The purpose of POCT is to bring the test conveniently to the patient and results immediately to the physician and the patient's care team. POCT is accomplished through the use of portable handheld devices (eg i-STAT and Glucometers) and test kits (Urine Pregnancy Test).
JOB SPECIFIC COMPETENCIES
Demonstrates the job knowledge and proficiency to monitor, evaluate and improve the quality, efficiency and appropriateness of testing, personnel practices, continuing education and regulatory compliance issues.
• Intricately involved in the development of strategies, policies, and goals which assures the success of team efforts.
• Establishes, monitors, and reviews quality control procedures, and turn-around-time technical and administrative policies recommending corrective action when required while assuring compliance with regulatory requirements.
• Identifies, evaluates, and monitors quality improvement monitors. Complies and reports quality improvement data in a format that facilitates review by the division CQI committee.
• Maintains knowledge of technical procedures, regulatory compliance issues, and information systems and demonstrated the expertise and competency required to monitor the effectiveness of all procedures within areas of responsibility.
• Keeps abreast of new technological developments, equipment, and procedures incorporating them into the section(s) as warranted.
• Assures the success of projects and other activities, including leading and participating in Laboratory Information System (LIS)/Health Information Management (HIM) projects.
Administers, implements, coordinates and develops human and material resources into dynamic organizational teams to achieve productivity goals and objectives of the Division and Section.
• Establishes and develops recruitment, hiring, and retention practices and policies that assure appropriate staffing. Effectively evaluates applicants after conducting in-depth and incisive interviews.
• Orients and evaluates the performance of employees based on standardized methods that adhere to regulatory and institutional guidelines.
• Demonstrates cooperation by working harmoniously with co-workers, throughout the division and institution and initiates and maintains collaborative efforts with others in the institution.
• Demonstrates the ability to create cohesive and productive work groups, organized around clearly delineated roles, purposes, and goals. Motivates the group to monitor and modify its performance. • Demonstrates dependable attendance and punctuality in accordance with the division’s policy while maintaining a flexible schedule to meet the demands of the job.
• Initiates changes in the work schedule to assure adequate coverage during absences or staffing shortages. Monitors and documents personnel time management to assure
Assesses Budgetary activities and develops productivity levels sufficient to meet time constraints established for procedures. Develop, monitor and adhere to financial plans focusing on cost benefits.
• Accurately predicts or projects expense levels for the section’s budgetary guidelines. Monitors the finances of the section through budget review of various institutional financial activity reports, responding to significant changes/variances as necessary.
• Keeps abreast of any billing changes affecting the laboratory charges.
• Maintains adequate knowledge of purchasing systems, policies, and procedures; negotiates optimal vendor contracts.
• Adequately monitors and assures appropriate utilization of both material and human resources, minimizing wastes, and assuring that inventory is adequate for workload demands.
• Promotes and facilitates sectional and inter-sectional cross-training of employees to increase operational efficiency and broaden technical competency.
