The primary purpose of the Finance Manager, Radiation Oncology is to lead the finance team to support the clinical departments and sections in Radiation Oncology. The main responsibilities include overseeing faculty and other provider and staff expense budget management and reconciliation, funds setup and monitoring, analysis and reporting to key stakeholders, procurement, training and oversight of supporting staff, and overall support of the clinical departments and division in maintaining compliance with institutional, state, and other policies and procedures. In coordination with the division administrator, Chairs, department administrators, and others as needed, the Finance Manager will develop, implement, and track key performance metrics, timely reports, and mitigation strategies to help monitor and ensure appropriate financial stewardship and health of the departments, division, and organization. The successful Finance Manager will possess the drive, emotional intelligence, and technical knowledge and competencies to collaborate effectively and cordially across institutional, divisional, and departmental teams and within matrixed reporting structures. 

The ideal candidate for this position should have preferred hands-on experience with OBIEE, Peoplesoft, EPIC, and others, as well as knowledge of Radiation Oncology specific software applications. A solid background in clinical finance and clinical research finance, particularly with Oncore, is strongly preferred. The candidate must be data-driven, with proficiency in Excel, Power BI, and others for data analysis and reporting. This role requires a combination of technical expertise, collaboration and management skills, and the ability to utilize data to optimize processes.

Key Functions

 

Financial Management and Administration

 

·       In support of the clinical departments and sections in Radiation Oncology, the Finance Manager is responsible for stewarding, analyzing, summarizing, and forecasting financial data and key metrics, as well as interpreting results and making recommendations to increase/improve revenue and reducing operating expenses.

·       Provides guidance to Chairs and faculty, department representatives, and other support staff regarding financial operations to ensure accuracy and timely reporting, as required by Financial Control

·       Facilitates the Department’s annual budget process; partners with the Department Administrators and Division Finance Director (or delegate) on budget activities to ensure appropriate and accurate planning and forecasting

·       Provides guidance on expenditure of funds through the dissemination of information and interpretation of policies

·       Submits, monitors, and ensures compliance of Electronic Personnel Action Form (ePAF) actions for areas of responsibility, including appropriate source of funds, backfills, terminations, new hires, non-salary cost transfers, and direct retros

·       Serves as a partner and backup to the division finance team and main resource to the departments by being current and knowledgeable on monthly clinical and financial performance data and drivers. Must be able to pull or generate reports from various financial and clinical applications across the division and institution, and analyze appropriately to stakeholders

·       Provides input and assistance to department-level teams on financial and clinical reporting applications [i.e., Enterprise Business Systems (OBIEE), CAT Tool, PeopleSoft, EPIC, radiation oncology-specific systems, etc.]

·       Partners and supports the departments and division in the setup and monitoring of startup funds, philanthropy funds, endowments, and others as needed. Serves as main source of contact to address departmental expenses and revenue reconciliation on related funds.

·       Develops, implements, and evaluates accounting and financial workflows and procedures needed to safeguard institutional business practices, and to adhere to federal/state laws and regulations

·       Establishes, manages, and facilitates a system for document retention of financial data and reports for audits, reviews, and compliance reporting in accordance with laws, regulations, policies, and procedures for best business practices

·       Oversees, organizes, and maintains documentation relating to fiscal and budgetary responsibilities and reports

·       Collaborates with research teams to manage asset inventory and tracked assets assigned to the Department and Division of Radiation Oncology

·       Serves as a delegate and resource to the division administrator and others to help ensure that funds supporting clinical trials are appropriately set up and managed; Serves as a resource and subject matter expert on the institutional clinical trial management system for revenue and invoicing activities; Serves as a subject matter expert and collaborator with the research teams to ensure that the departments and faculty are exercising good financial stewardship of funds

·       Manages the procurement services for the RO clinical departments; Maintains oversight of procurement related activities and acts as a resource regarding the proper procedures for purchases and travel reimbursements

·       Participates on committees and working groups, as needed

·       Performs other relevant duties and assists with ad hoc projects as assigned

 

Human Resources Management

 

·       Responsible for human resource-related functions (recruitment/onboarding/offboarding, training, evaluations, etc.) for direct reports and any team members, as appropriate and needed

·       Develops and manages workflows and ensures financial personnel are properly trained within their scopes of responsibilities; ensures there is a system of backups and maintenance for business continuity and efficiencies

·       Provides direction and promotes a productive, healthy and safe work environment and a high level of professional and technical competence

·       Collaborates effectively across matrixed structures within the division and institution

Education
Required: Bachelor's degree in Business Administration, Accounting, Finance or related field.

Experience
Required: Five years of professional experience in finance, accounting or related field to include at least three years of supervisory or project management experience. Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
