MISSION STATEMENT
The mission of The University of Texas M. D. SUMMARY
The primary purpose of the Department Administrator position is to serve as the administrator and chief business officer for the Department of Diagnostic Radiology within the Division of Diagnostic Imaging. Responsibilities include fiscal and budgetary affairs, human resources management, office operations, research laboratory operations, faculty support operations, clinical research management, clinical practice analysis, departmental policies, departmental space management and maintenance, and other activities essential to the successful operation of the division.

KEY FUNCTIONS
1. Financial, Personnel and Department Operations Management
• Prepares, justifies, administers and monitors budgets for the Department of Diagnostic Radiology and its related programmatic areas with recognition of institutional guidelines and in accordance with
strategic plans. Responsible for decision-making, planning and forecasting of all financial and
budgetary matters within the department. Ensures tracking for all E&G, PRS, grant and philanthropic account activities. Consistently monitors balances and reconciles accounts. Meets with faculty to review their budgets, expenditures, personnel and effort reporting. Provides required budgetary and financial reports. Demonstrates a working knowledge of institutional and state guidelines including those which address purchasing, check requests, petty cash and travel. Completes financial analyses of new or proposed initiatives. Coordinates the development and implementation of the departmental capital equipment plans.
• Directs all facets of human resource management including recruitment, selection, credentialing, and performance evaluations. Manages the recruitment, appointment/credentialing, promotion and tenure actions for faculty appointments, and educational appointees. Requests incremental positions using approved processes with data driven justifications. Establishes performance and productivity standards for staff. Ensures the appropriate and efficient utilization of all personnel, providing timely and ongoing performance feedback to maintain required standards and achieve stated goals. Establishes and implements plans to promote professional development of employees through the conduct of continuing education and training while promoting an environment that motivates employees to higher levels of performance. Coaches and counsels employees and, implements any disciplinary processes within institutional guidelines. In consultation with the Department Chair and, when policy dictates, with the Executive Director, has final approval of all personnel actions including hiring, merits, terminations, promotions and reclassifications. Coordinates incentive and reward programs for departmental
classified staff and faculty as approved by the division and institution.
• Manages day-to-day operations in collaboration with operations mangers and section chiefs. Delegates routine assignments and special projects. Monitors completion of Conflict of Interest Certificates and Physician Time Allocation Surveys. Ensures that assignments are completed within deadlines and within departmental / division and institutional guidelines. Develops and monitors internal controls that serve to maintain the integrity of the department and institution. When necessary will shift staffing or reassign duties based on needs of faculty, section and department. Initiates and completes special projects as assigned by Chairman and/or Division Administrator, within parameters and scope of position. Works with Department Managers in other sections and other personnel in department / division and institution in a collaborative manner. Demonstrates CORE values and has strong customer (patient) service philosophy.
• Implements institutional, department, and division policies and procedures in overseeing and directly administering daily activities. Performs and monitors completion of Conflict of Interest Certificates, Effort Reports, and Physician Time Allocation Surveys when allocating percentages to research.
Reviews and completes quarterly effort reports for department faculty to ensure that effort and funding
are reported accurately and conform to federal effort reporting regulations. Interacts routinely with representatives in support departments, utilizing resources for information and approval for varioustransactions and requests. Ensures integrity and confidentiality of records. Ensures department’s
compliance with HIPAA regulations.
• Manages the department’s physical resources including space planning, inventory control and property maintenance. Plans physical resource needs and manages physical relocations and renovations. Executes plans with minimal disruption to daily operations.

2. Strategic Planning and Development
• In collaboration with the department chairman, develops both long- and short-term strategic business and operations plans for the department. Implements and evaluates plans to achieve financial and operational results for the Department which reflect departmental, divisional and institutional goals and
objectives. Systematically monitors and prioritizes goals to achieve the department’s mission and vision.
Assists in producing reports for the department, the division, or the institution to support decision making and analyze outcomes. Acts as the liaison for marketing and development initiatives. Serves as a conduit to the Development office for philanthropic efforts.

3. Research Operations & Clinical Service Management
• Manages the administrative responsibilities of grants, contracts, internal funding and other contractual agreements. Ensures the timely submission of proposals or agreements which meet institutional mandates; obtains exceptions, if necessary, to institutional guidelines. Creates, maintains, and enforces departmental policies and procedures while ensuring that internal and external processes meet or exceed guidelines. Provides advice and counsel to faculty on fiscal issues for grant submissions, negotiations with sponsoring agencies, contract development and financial oversight of awards including post award reporting requirements. Develops, administers and provides administrative oversight of translational
and basic science research programs. Assists in long-range planning for research program growth and changes in research priorities. Works with Department Chair regarding the assignment or reallocation
of space. Advises faculty on the use of resources and assists in determining needs and priorities. Meets
routinely with investigators and/or their designee (administrators or support staff) to review status of grants, contracts and other sponsored agreements. Develops and implements the research E & G and
capital equipment budgets.
• Partners with the Clinical Administrative Director to develop, implement, and monitor the progress of center specific operational plans and ensure that fees are captured and charged appropriately. May prepare or assist in preparation departmental reports. Advises Chairman and Section Chief of potential staffing needs and faculty productivity. Participates in initiatives to enhance faculty participation in center specific activities. Assists the Department Chair in the establishment and report of reward and productivity goals for individual faculty.

4. Other duties as assigned.



Required Education: Bachelor's degree in Business, Hospital/Health Care Administration, or related field.


Required Experience: Seven years of progressive and responsible healthcare or business management experience.
