Information Services Manager - HRIS

Summary
The PeopleSoft Application Manager is responsible for project management and multi-module functional support for PeopleSoft HCM, Kronos, Taleo, and various HR-related applications. This role oversees requirements development, functional design, data profiling, configuration, testing, and production support activities. The Manager ensures the successful implementation, maintenance, and optimization of enterprise business systems supporting institutional operations and information needs.
**Ideal candidates will have at least two years of experience with enterprise-wide HR implementations.**
Major Work Activities
Service Delivery / Demand Management
- Maintain clear and consistent communication with internal and external work units.
- Develop strong understanding of customer business processes and operations.
- Implement support processes that improve efficiency and reduce delivery timelines.
- Maintain well-organized work processes that promote effective communication across teams and leadership.
- Establish standardized procedures for work intake, prioritization, and resource allocation.
Talent Management
- Lead recruiting, hiring, and performance management for unit staff.
- Provide development opportunities and ongoing feedback to support team growth.
- Facilitate goal achievement, career development planning, and employee recognition.
Technology Management
- Ensure people, processes, and technology are aligned to develop and maintain reliable and effective platforms.
- Maintain expertise in PeopleSoft HCM, Kronos, Taleo, and other HR-related applications.
- Oversee system reliability, enhancements, and functional optimization.
Administration
- Stay current on regulatory, technology, and business trends impacting HR information systems.
- Support the Associate Director and/or Director in advancing departmental mission, vision, budgets, policies, and procedures.
- Assist in preparing technology strategies and roadmaps for aligned workgroups and steering teams.
Other Duties
- Perform additional duties as assigned.
EDUCATION
- Required: Bachelor's Degree
- Preferred: Master's Degree
WORK EXPERIENCE
- Required: 7 years In information technology services, to include two years supervisory/management experience.
- May substitute required degree with additional years of equivalent experience on a one to one basis.
- Successful completion of the LEADing Self Accelerate and/or LEADing Self Discover programs may substitute for one year of required supervisory or management experience. Completion of both programs can be substituted for a maximum of two years of supervisory or management experience.
- Preferred: 5–8+ years HRIS/HR tech experience, including system ownership or lead role, ideally in healthcare or other highly regulated environments. 2 years of enterprise wide HR related implementations, 5 years of managerial experience. Proven ability to partner with HR, Payroll, IT Security, and Compliance to deliver upgrades, new modules, and integrations on time. Strong orientation toward data accuracy, regulatory compliance, and user experience for HR, leaders, and employees. Comfortable managing small teams or vendors while still doing configuration, testing, and troubleshooting personally.
OTHER REQUIREMENTS: Must pass pre-employment skills test as required and administered by Human Resources.
